Why in news?
A horrifying video has gone viral on social media in which two women from the kuki-zomi community being paraded naked and sexualy assaulted by a mob in manipur.who this incident is a shameful act for any civilised society.
The fire in manipur was lit in early May, when violence between miteis and kukis flared. Since then, over a hundred people have died and property, including a large number of churches, destroyed. Thousands have had to flee their homes and many continue to live in releaf camps.
The main issue In manipur:
The issue in manipur pertains to the long-standing demand for greater autonomy and protection of the right of several ethnic communities in the state. Manipur has a complex socio-political landscape with various ethnic groups, including the meiteis, Nagas, kukis and others, each with their own aspirations and demands.
Some of the major issues in manipur include:
1.Inner line permit (ILP): The demand for ILP is to regulate the entry of outsiders into the state in order to protect the indigenous population and safeguard their land and resources.
2.Armed conflict: Manipur has been affected by insurgency and armed conflict for several decades, primarily led by groups seeking greater autonomy or separate identities for certain communities.
3. Economy development: the state has faced challenges in terms of economic development and employment opportunities, which has contributed to social and political unrest.
Manipur holds great importance in india Due to its strategic location and cultural significance. It serves as the geteway between India and several southeast Asian Countries.
It is also known for its rich cultural heritage,traditional arts, and natural beauty.
Manipur is famous for its classical dance from called manipuri, as well as its indigenous sports like polo and martial arts like Thang-Ta . Additionally, the state is known for its exquisite handloom and handicraft industry, contributing to the Indian economy and promoting cultural diversity.
So, Need to evaluate the criteria for ST status (to Meities) in line with recommendations given by several Committees,
ex.The Lokur Committee (1965) recommended 5 criteria for identification, namely, primitive traits, distinct culture, geographical isolation, shyness of contact with the community at large, and backwardness.
Bhuria Commission (2002-2004) focused on a wide range of issues from the 5th Schedule to tribal land and forests, health and education, the working of Panchayats and the status of tribal women.A High-Level Committee (HLC) in 2013, under chairmanship of Prof. Virginius Xaxa was constituted to study the 5 critical issues related to tribal communities:
(1) livelihood and employment,
(2) education,
(3) health,
(4) involuntary displacement and migration,
(5) and legal and constitutional matters.
# Bring more surveillance along the border areas to prevent the incursion of the migrants from Myanmar.
#.Strengthening economic and diplomatic ties with neighboring countries can help enhance regional stability and security.
#. Need to maintain the identity of the people along the border areas to identify the local residence.
#.Signing Peace settlement agreements with the local insurgent group to maintain the peace in the region.
#. The repeal of AFSPA, the controversial Armed Forces Special Powers Act 1958, is necessary to improve the human rights situation in the region.
#.The government should ensure that the legal system is fair and transparent to prevent the misuse of power by security forces.
#.The government should foster the participation of the people of the region in the decision-making process to instill a sense of ownership and belonging.
